Sergeant Samuel Gene Cecil (1953-2023)


Sam was born May 24, 1953 in Cincinnati, one of eight children born to Ezekiel and Pearl (Conatser) Cecil of Tennessee. He attended Elder High School and graduated in 1972.

Sam’s brother, Paul, died in Japan while serving in the United States Navy during the Vietnam War. After graduation, Sam joined the United States Army to serve. 

 When he returned, he took a position as Deputy Clerk in the Hamilton County Clerk of Courts Office. He attained an elevated position within the office, managing sealed records. He later joined the Hamilton County Bailiff’s Office and retired from there after many years of service.

All the while he was serving the County, he was also working parttime for at least two law enforcement agencies, North Bend and Cheviot Police Departments, holding the ranks of Patrolman, Detective, and Sergeant. During 1993, Detective Cecil assisted the Village of North Bend in de-establishing the Police Department. Sergeant Cecil retired about 2008 after 36 years of service to his country, county, and communities.

During his life, Sergeant Cecil lived in Over-the-Rhine, Price Hill, Saylor Park, Cleves, and Rising Sun, Indiana. He finally settled in Owenton, Kentucky.

Sergeant Cecil was the vice president of the Grand of Emmanuel Lodge #213; Masonic Lodge F&AM #123 and a 32nd Degree Mason and member of the Scottish Rite. He was also a member of the Owen County Historical Society.

Officer Cecil died at his home May 13, 2023; eleven days short of his 70th birthday.

Sergeant Cecil is survived by his wife of almost fourteen years, Wilma (Baker) Cecil; children, Joseph Scott Cecil, Tracy Ann Cecil, Jennifer (Daniel) Bunn, Shawn (Suzanne) Goss, Adam (Heather) Goss; and grandchildren, Joey, Jr., Tyler, Jordyn, Lainee, Noah, Angel, Amelia, Evan, Lilly, and Ellie.

A visitation will be held 1 to 3 p.m. on Saturday, June 17, 2023 at the Odd Fellow Rec Hall. A Life Celebration Memorial will be held at 3 p.m. with Brother Dale Adkins presiding.
