Kathy was born October 15, 1961 in Cincinnati to Peter C. Horn, longtime Chief Deputy of Hamilton County Courts, Auto Title Division, and Mary Ellen (Nieman) Horn, Administrator for the Treasurer of Hamilton County and Republican Party. Kathy attended St. Catharine School where, in 1975, she was a spelling bee champion. She also attended Mercy High School where she participated in the 1977 AAA state champion volleyball team and graduated in 1979. She also graduated from the University of Cincinnati.
On April 30, 1995, Kathy joined the Cincinnati Police Division’s 80th Recruit Class. She was promoted to Police Officer on September 24, 1995, issued Badge 769, and assigned to District 5 (1012 Ludlow Avenue). A year later, she was rotated to District 2 (3295 Erie Avenue). On January 20, 1996, Officer Horn was assigned to the District 2 Neighborhood Unit to serve the East End. During a reorganization, she returned to District 2 patrol in 2006. A year later, she transferred to District 3 (3201 Warsaw Avenue). On January 20, 2008, she was promoted to Sergeant, issued Badge S-8, and assigned to District 1 (310 Ezzard Charles Drive). On March 21, 2010, Sergeant Horn transferred to the Mounted Patrol Unit operating out of the Downtown Services Unit. Sergeant Horn retired on June 7, 2014 with 19 years of service and 12 letters of commendation and/or appreciation.
Sergeant Horn entered hospice care on February 5, 2025. She died the next morning, February 6, 2025 at the age of 63.
Sergeant Horn is survived by her partner of thirty years, Sherri D Cantrell; brother, Greg (Suzanne) Horn; and sister-in-law Saundra (Jeff) McDine.
A Celebration of Life will be held from 1 to 4 p.m. on Friday, March 14, 2025 at the FOP #69 Lodge Hall on Central Parkway. FOP Services will be held at 1500 hours.
