Ellie was born November 29, 1975 to Gary Joseph and Nancy Carol Mohr. She attended Monfort Height Elementary and Colerain High Schools. She later took courses at the Raymond Walters Branch of the University of Cincinnati in Office Administration.

Ellie applied in March 2001 for appointment as a Hamilton County Sheriff’s Office Special Deputy with intention to become a full-time Deputy Sheriff. She was appointed Special Deputy on June 9, 2001, enrolling in the Hamilton County Sheriff’s Office Basic Peace Officer Training Program. On January 10, 2002, she resigned her position and was accepted a full-time appointment as a Deputy Sheriff, issued Badge 1846, and assigned to Squad 1 under Lieutenant Kilgore. On December 29, 2005, Deputy Blackburn was promoted to Police Clerk and assigned to District 5. Deputy Blackburn resigned March 1, 2009 with seven years of service to the County and several letters of appreciation and/or commendation. Sheriff Simon Leis thanked her for her years of “dedicated and loyal service.”

We believe she returned to service working for Anderson Township as the Administrative Assistant to the District 5 Commander and served another 15 years.

We are advised by the Hamilton County Sheriff’s Office of her death on October 6, 2026 at the age of 50.

We will update this obituary when more information is received.
