Neil was born December 24, 1932 in Hamilton to a paper mill maintenance man, Charles C. Hand, and his wife, Irene M. (Cahill) Hand. He attended Hamilton High School and participated all four years in U.S. History Club, Biology Club, and Hi-Y. He graduated in 1950.
After high school, during the Korean War, Neil enlisted in the United State Navy. After his military service, he attended Miami University and earned Master’s Degree in 1959.
Neil joined the Butler County Sheriff’s Office as a Deputy Sheriff on February 12, 1981. He retired on April 5, 1995 and was appointed as a Special Deputy Sheriff until January 1, 1997 when he resigned with almost 17 years of law enforcement service.
Deputy Hand passed away on January 11, 2018 at the age of 85.
He is survived by his wife of 30 years, Karen Hand; children, Beth (Phil) Pace, Peter (Cheryl) Kibby, and Mark (Machelle) Kibby; and grandchildren, Alexandra and Caroline Pace and Pierce and Trevor Kibby.
The family has held private services.
